(AP) ? A person with knowledge of the situation says Pro Bowl linebacker Von Miller will miss the first month of the season for violating the NFL's drug policy, pending an appeal.

The person spoke to The Associated Press on condition of anonymity because the league hasn't announced any punishment.

ESPN first reported the pending discipline of Miller, who didn't answer calls to his cellphone Monday from The Associated Press.

The league has a confidentiality clause on such cases. Broncos spokesman Patrick Smyth said the team is unable to provide any comment.

Miller was the league's Defensive Rookie of the Year in 2012 with 11? sacks and he topped that last season with a franchise-record 18? sacks while making it to his second straight Pro Bowl.

Swiss offer to mediate in North Korea crisis

ZURICH (Reuters) - Switzerland has offered to mediate with North Korea as tension rises on the Korean peninsula following U.N. sanctions imposed in response to a North Korean nuclear weapon test in February.

The Swiss foreign ministry recently made contact with the North Korean authorities but there are no current plans for any talks, a spokeswoman said.

"Switzerland is willing to contribute to a de-escalation on the Korean peninsula and is always willing to help find a solution, if this is the wish of the parties, such as hosting meetings between them," she said in an emailed statement.

North Korea has issued increasingly strident warnings of imminent war with South Korea and the United States, urging diplomats on Friday to consider leaving Pyongyang.

Swiss media say that North Korean leader Kim Jong-un, who took over in December 2011 after the death of his father Kim Jong-il, apparently spent several years in Switzerland being educated under a pseudonym.

Neutral Switzerland often hosts peace talks and mediates in international conflicts, more recently between Russia and Ukraine and between the United States and Iran and Cuba.

The Swiss Foreign Ministry said it had been involved in more than 15 sets of peace negotiations in the past seven years, including in Sudan, Colombia, Sri Lanka, Uganda and Nepal.

Former Foreign Minister Micheline Calmy-Rey, who in 2003 became the first foreign government official to cross the demarcation line separating North and South Korea, said Pyongyang's wishes had not changed much since then.

"For North Korea, symbols are very important," she told the SonntagsZeitung newspaper in an interview. "What the North Koreans still want is recognition and security guarantees from the United States."

Five Swiss and five Swedish officers monitor the demilitarised zone between the North and South. Urs Gerber, the Swiss head of the operation, said not much has changed in recent months. "We are just monitoring the situation more intensively," he also told the SonntagsZeitung.

Anti-AIDS pill, vaginal gel unsuitable for Africa: study

JOHANNESBURG (Reuters) - Trying to prevent HIV infection through vaginal gels or daily tablets has proven ineffective in the southern African region ravaged by the disease because people did not use the medicines properly, a study released on Monday said.

A ground-breaking study issued in 2010 indicated a vaginal gel containing an HIV drug can sharply reduce infections in women who use it before and after sex.

However, a test of the gel and two types of anti-HIV pills among more than 5,000 women in South Africa, Zimbabwe and Uganda showed that, based on blood tests, more than 70 percent did not use the medication as instructed.

"We are obviously disappointed in the results. We were very hopeful that these products, which we know have been effective in other studies and clearly have a lot of promise, would work," Jeanne Marrazzo, a researcher on the project for the University of Washington, told reporters in a teleconference.

"Women did not use consistently any of the products. Adherence was very low," said Marrazzo, part of the project known as the Vaginal and Oral Interventions to Control the Epidemic (VOICE).

HIV/AIDS experts said the results showed how important a factor human behavior is when devising ways to prevent HIV.

"HIV prevention is never just biomedical - behavior is key. What we've learned from VOICE and other trials is that adherence to the prescribed dose - the behavioral component - is the variable that determines effectiveness," said Mitchell Warren, director of the HIV prevention advocacy group AVAC.

East and southern Africa are the areas most heavily affected by the HIV epidemic. Out of the total number of people worldwide in 2009 living with HIV, 34 percent were in 10 countries of southern Africa, according to the U.N. Programme on HIV/AIDS.

Experts have been searching for years for inexpensive, safe and simple medications to decrease the risk of transmission among a population that is largely destitute and with little access to quality health care.

The study also found the group most likely to contract HIV - unmarried women under 25 - was also the most likely not to use any of the medicines. The results were presented at a Conference on Retroviruses and Opportunistic Infections in Atlanta.

The three-year study that started in September 2009 tested a daily tablet called Truvada, which was approved for HIV prevention in July 2012 by the U.S. Food and Drug Administration after it was shown to significantly reduce the risk of HIV infection when used as a preventative measure.

The gel with a drug called tenofovir, which a previous study showed reduced HIV infections in women by 39 percent over two and a half years, and an oral tenofovir tablet were also tested.

Researchers have been trying for years to formulate a microbicide - a gel, cream, ring or tablet inserted into the vagina or rectum before sex to prevent transmission of the human immunodeficiency virus (HIV) that causes AIDS.

"We need to rethink the design of these intervention trials ... in healthy people because it is difficult for anybody to take a pill or anything every day, particularly when you are healthy and do not feel that you need a drug," said Marrazzo.

Truvada is made by Gilead Sciences, which also developed tenofovir. In 2006, Gilead assigned a royalty-free license for tenofovir gel to CONRAD.

Jonathan Mermin, an HIV/AIDS prevention expert at the U.S. Centers for Disease Control and Prevention (CDC) said these trial results underscored the complexities of getting healthy people to use preventative measures against HIV.

"Clinicians and public health professionals will have to further assess and better understand how to promote and support the high levels of adherence necessary," he said.

Las Vegas Sands likely violated US corruption act

Las Vegas Sands Corp. said it "likely" violated the federal Foreign Corrupt Practices Act, which outlaws the bribery of foreign officials, according to a Securities and Exchange Commission filing on Friday.

The filing marks the first disclosure by the casino operator, controlled by founder and billionaire Republican donor Sheldon Adelson, that is was under investigation.

The SEC subpoenaed company documents in February 2011 relating to its compliance with the antibribery act while the U.S. Department of Justice also advised Sands it was conducting an investigation, the company said in its annual report filing.

"There were likely violations of the books and records and internal controls provisions of the FCPA," the company said.

Sands spokesman Ron Reese said on Saturday he had no additional comment beyond the SEC filing.

Reuters reported exclusively in August that Sands allowed a man identified by the U.S. Senate as an organized crime figure to move a $100,000 gambling credit from a Las Vegas casino to one of its Macau casinos.

The company's findings are related to deals in mainland China led by executives no longer employed at Sands, the Wall Street Journal reported, sourcing a person familiar with the matter.

Sands, in the filing, said the issue would have no material impact on the company's financial records and that it would not need to restate any past financial statements.

WASHINGTON (AP) ? Severe spending cuts now the law of the land, President Barack Obama and congressional Republicans refused Saturday to concede any culpability for failing to stave off what both parties acknowledged was a foolhardy way to slash $85 billion in federal spending.

The still-fragile economy braced itself for the gradual but potentially grave impact of the across-the-board cuts, which took effect Friday night at the stroke of Obama's pen. Hours earlier, he and congressional leaders emerged from a White House meeting no closer to an agreement.

Even as they pledged a renewed effort to retroactively undo the spending cuts, both parties said the blame rests squarely on the other for any damage the cuts might inflict. There were no indications that either side was wavering from entrenched positions that for weeks had prevented progress on a deal to find a way out: Republicans refusing any deal with more tax revenue and Democrats snubbing any deal without it.

"None of this is necessary," Obama said in his weekly radio and Internet address Saturday. "It's happening because Republicans in Congress chose this outcome over closing a single wasteful tax loophole that helps reduce the deficit."

The president said the cuts would cause "a ripple effect across the economy" that would worsen the longer they stay in place, eventually costing more than 750,000 jobs and disrupting the lives of middle-class families.

In the Republican-controlled House, GOP lawmakers washed their hands of the mess, arguing that bills they passed in the last Congress to avert the cuts absolved them of any responsibility. Those bills passed with little to no Democratic support and were never taken up by the Senate.

"We've done the work and shown that these choices can be made in a responsible, thoughtful way," said Rep. Cathy McMorris Rodgers of Washington in the GOP address.

Obama was holding out hope that as Americans start feeling the effects of the sequester ? the term used for the automatic spending cuts ? public pressure will force lawmakers back to the table. Ever wary that such fiscal fiascos could jeopardize the rest of his second-term agenda, Obama vowed in his weekly address to keep pushing reforms on immigration, preschool, gun violence and transportation.

But attention was already turning to the next major budget hurdles, with less than a month to negotiate a plan to fund the government beyond March 27 and a debt-ceiling clash coming in May.

Hopes that a measure to undo the spending cuts could be wrapped into a March deal to keep the government running dimmed Friday when both Obama and House Speaker John Boehner said they'd prefer to keep the two issues separate.

"I'm hopeful that we won't have to deal with the threat of a government shutdown while we're dealing with the sequester at the same time," Boehner said.

A US cargo mission to the International Space Station has been placed safely on orbit, and after several hours of trouble-shooting, engineers appear to have gotten on top of a problem that could have put the rest of the mission in doubt.

At 10:10 a.m., Eastern time, a Falcon 9 rocket and its Dragon cargo capsule launched from its pad at the Cape Canaveral Air Force Station in Florida.

Built and operated by Space Exploration Technologies Corp. (SpaceX) in Hawthorne, Calif., the Falcon 9's launch appeared to go flawlessly ? a welcome sign after one of the first stage's nine motors shut down prematurely during the company's first commercial launch last October.

The rocket delivered Dragon to its proper orbit, as planned. But shortly after the Dragon capsule separated from the rocket's second stage Friday morning, mission controllers reported that the flight-control system had prevented three of the capsule's four thruster pods from activating. The thrusters allow controllers to adjust the capsule's orbit, maneuver at the space station, and slow and orient the capsule properly for reentry.

The problem appears to have been traced to a balky oxidizer valve or clogged line. Initially, only one pod was functional. The craft needs at least two to put it on a trajectory to reach the space station.

By late afternoon, Elon Musk, the company's founder and chief technology officer, said that all four pods were working and that controllers were preparing to raise Dragon's orbit as it heads for the space station.

Initially, plans called for a rendezvous Saturday morning at 6:30, Eastern time. Now, that has been postponed, although NASA and SpaceX officials say the capsule could reach the station Sunday.

Friday's launch represents the second formal resupply flight that the company has undertaken under a 12-mission, $1.6 billion contract with the National Aeronautics and Space Administration to ferry goods to and from the space station. But it's also the third trip a Falcon 9-Dragon duo has made to the orbiting outpost.

In May 2012, the company launched its first and only demonstration mission to the station, carrying a light load of cargo that at the time NASA said it could stand to lose if something went wrong.

Each mission in its own way has thrown something unexpected at mission controllers, suggesting that the successes so far haven't come without teething issues.

Perhaps the most dramatic so far was the premature shutdown of one engine last October.

The rocket is designed to deliver its payload to orbit if an engine fails, noted company president Gwynne Shotwell during a press briefing ahead of Friday's launch.

"You don't want it to happen. But the fact that the vehicle did exactly what it was supposed to do was impressive," especially to the insurers, she said.

The October mission also endured the shutdown of one of Dragon's three flight-control computers. And after splashdown, enough water leaked into the service section, aft of the crew section, to cut off power to a freezer designed to return lab samples from the space station. Fortunately, no samples were lost, noted Michael Suffredini, who runs NASA's space-station program.

Since then, technicians have worked to more effectively plug the nooks and crannies that allowed water to seep into the service section's electrical system.

Indeed, this ability to bring cargo back to Earth is unique among the Russian, European, and Japanese resupply craft also servicing the space station.

On this mission, Dragon is carrying some 2,300 pounds of cargo up and is slated to return with slightly more than 3,000 pounds.

Whereas in October, the crew was treated to fresh ice cream hauled up in the lab freezer, this time they will receive a package that's a bit healthier, Ms. Shotwell says, adding, "It came from one of our employee's father's orchards."

Mobile gaming is here to stay, and may even surpass the?popularity?of consoles, as developers increasingly turn their attention to mobile platforms. According to the Game?Developers?Conference 2013 State of the Industry Survey, game developers are developing less for consoles and PC?s than in the past.

The survey, which polled over 2,500 North American game developers who attended GDC 2012, revealed that smartphones and tablets are the most?popular?platforms to develop for. A majority 55% said that they were?working?on games for mobile devices, while 58% said they plan to release their next game on mobile platforms. PC?s and Macs were the second most?popular?development platforms, with 49% of those?surveyed?planning their next game on one of those platforms.

Gaming consoles came in last, with Nintendo being the least popular to develop for. 13% of those surveyed were currently developing games for the Xbox 360, 13% for the Playstation 3, and only 4.6% for Nintendo?s WiiU. Portable handheld devices fared even worse than their console counterparts, with only 2% of respondents?currently?developing for the category.

There is no doubt that developing?games for consoles can be quite more involved, requiring teams of developers and significant?financial?backing. Mobile devices offer a?simpler?design factor for gaming, which may?correlate?to the popularity of mobile game?development. Whatever the reason, the game market seems to be shifting?towards?a more mobile future.

China to launch next manned space mission in summer

China announced Thursday (Feb. 28) that it will send three astronauts to space this summer on a docking mission to its orbiting lab, according to news reports.

Carrying three Chinese astronauts the Shenzhou 10 capsule will launch into space atop a Long March-2F rocket sometime between June and August, the Xinhua news agency reported. Once in orbit, the Shenzhou 10 spacecraft will link up with China's space station prototype, the Tiangong 1 laboratory module.

The new space mission will mark China's second manned docking of two spacecraft in orbit, and the fifth Chinese manned spaceflight. The country's space program achieved its first manned orbital docking 2012, when the three-person crew of Shenzhou 9 linked up with Tiangong 1.

China is the third country after Russia and the United States to achieve human spaceflight. The country's first human spaceflight launched in 2003 during the Shenzhou 5 mission that launched Chinese astronaut Yang Liwei into space.

During the upcoming Shenzhou 10 mission, China plans more tests of its spacecraft docking system, as well as the ability of Shenzhou 10 astronauts to adapt to the space environment, Xinhua reported. Officials with China's space agency said general assembly of the Shenzhou 10 spacecraft is complete, and the capsule is currently being tested and the astronauts are undergoing training.

Tiangong 1, which means "Heavenly Palace" in Chinese, launched in September 2011 and was followed by another unmanned vehicle, Shenzhou 8, ?in November of that same year during a successful docking test flight.

China plans to replace Tiangong 1 with a larger manned space station by 2020. Eventually, China aims to land people on the moon, officials with the country's space program have said.

Livestock virus found on 1,500 farms

A virus that causes stillbirths and birth defects in lambs and calves has spread to more than 1,500 UK farms, new government figures show.

Cases of Schmallenberg have now been reported in all the counties of England and Wales, and in Northern Ireland.

Scottish farmers are on alert for the disease, which is carried by midges.

Some farms have suffered heavy losses of newborn lambs during the winter lambing season.

The latest figures from the Animal Health and Veterinary Laboratories Agency show the virus has been detected on 1,531 farms, in cattle, sheep, alpacas and goats.

Joanne Pugh of the National Sheep Association told BBC News: "It's incredibly high impact for the flocks that have had it and had massive losses.

"But as an overall picture across the whole sheep flock it's a low impact disease."

She said the effect of Schmallenberg (SBV) on individual farms could be devastating, causing much hardship for farmers.

"It's never been a more important time to buy British," she added.

Several animal health bodies, including the National Sheep Association, are trying to gather more data on SBV from the farming community.

The existing data is considered to be a vast underestimate as SBV is not a notifiable condition and there is only limited testing of animals.

A vaccine for SBV is being developed but has not yet been approved for use in the UK.

The Veterinary Medicine Directorate (VMD) said it was considering data on the vaccine but it was not possible to provide an indication of when it might be authorised.

"The VMD recognises the impact on individual animals and farmers a disease such as Schmallenberg can have," it said in a statement.

"The VMD will operate timelines for the remaining stages of consideration of the application mindful of this while ensuring, through our rigorous scientific assessment process, that proper care is taken to ensure that any vaccine is safe for the relevant livestock. "

Wild animals

SBV is spread by biting insects, including midges and mosquitoes.

It takes its name from the German town where it was first identified in 2011.

The disease causes fever, reduced milk yields and loss of appetite in adult cattle.

It can also lead to birth defects and stillbirths in newborn sheep, cattle and goats.

The virus can also infect wild animals, including deer, according to scientists.

Central bank clamps down on car loan financing - inSing.com

Car buyers who do not have cash up front and who rely on bank loans to finance their purchase will now find it harder to own their vehicle of choice.

The Monetary Authority of Singapore said yesterday it will re-introduce restrictions on motor vehicle loans granted by banks and financial institutions.

The changes come into effect Tuesday, 26 February 2013.

The maximum loan amount a buyer can get will depend on the open market value (OMV) of the vehicle bought.

This value is assessed by the Singapore Customs, based on the price paid or payable when the vehicle is sold for export. This price includes purchase price, freight, insurance and all other charges related to the sale and delivery of the car to Singapore.

For a vehicle with an open market value that does not exceed S$20,000, the maximum loan granted is 60 per cent of the price, including relevant taxes and the price of the Certificate of Entitlement.

For a vehicle with an open market value of more than S$20,000, the maximum loan granted is 50 per cent of the price.

SHORTER LOAN REPAYMENT PERIOD

On top of that, the repayment period for the loan will be shortened to a maximum of five years.

A check on the One Motoring website by the Land Transport Authority shows that vehicles with OMV of less than S$20,000 in 2012 include the Toyota Corolla Altis (1,600cc), Toyota Vios (1,500cc), Honda Jazz (1,300cc) and Nissan Sylphy (1,500cc), which are the models commonly sought after by the average Singapore car buyer.

The authority said in its statement that the financing restrictions are ?necessary to encourage financial prudence among buyers of motor vehicles?.

?In this prolonged environment of very low interest rates, there is greater risk of buyers over-extending themselves on motor vehicles,? the authority added.

These new limits will not apply to loans taken by buyers of commercial vehicles or those buying motorcycles.

The last time the central bank put financing restrictions on motor vehicle loans was from February 1995 to January 2003, when it capped the loan at 70 per cent of a vehicle buying price and the maximum loan repayment period was seven years.

Egypt balloon crash kills 19 Asian, European tourists

CAIRO (Reuters) - A hot air balloon crashed near the Egyptian town of Luxor at dawn on Tuesday after a mid-air gas explosion, killing 19 Asian and European tourists, a local industry official and the state news agency said.

Ahmed Aboud, a spokesman for balloon operators in the area, told Reuters that one tourist and the pilot had survived the crash, which followed the blast at 1,000 feet.

The dead were from Britain, France, Japan and Hong Kong, the state news agency MENA reported, citing a security source.

"There were 20 passengers aboard. An explosion happened and 19 passengers died. One tourist and the pilot survived," he said by telephone. Aboud is the representative of eight companies that operate balloon flights in Luxor, near ancient Egyptian sites in the famed Valley of the Kings.

Konny Matthews, assistant manager of Luxor's Al Moudira hotel, said she heard a boom around 7 am (0500 GMT). "It was a huge bang. It was a frightening bang, even though it was several kilometers away from the hotel," she said by phone. "Some of my employees said that their homes were shaking."

The accident happened over the west bank of the Nile river. Hot air ballooning at dawn is popular with tourists who go to Luxor to visit its pharaonic temples and the tombs of the Valley of the Kings, including in Tutankhamen's.

Egypt's tourism industry has suffered a sharp downturn in visitor numbers since the 2011 uprising that toppled President Hosni Mubarak, with two years of political instability scaring off foreign tourists.

(AP) ? Syria said Monday it is prepared to hold talks with armed rebels bent on overthrowing President Bashar Assad, the clearest signal yet that the regime is growing increasingly nervous about its long-term prospects to hold onto power as opposition fighters make slow but persistent headway in the civil war.

Meanwhile, the umbrella group for Syrian opposition parties said it had reversed a decision to boycott a conference in Rome being held to help drum up financial and political support for the opposition. Walid al-Bunni, a spokesman for the Syrian National Coalition, said the move came after a phone call between the group's leader, Mouaz al-Khatib, and U.S. Secretary of State John Kerry.

Al-Bunni told pan-Arab broadcaster Al-Arabiya the decision was made based on guarantees al-Khatib heard from western diplomats that the conference would be different this time. He did not elaborate. The boycott had put the group at odds with its Western backers.

The Syrian talks offer, made by Foreign Minister Walid al-Moallem during a visit to Moscow, came hours before residents of Damascus and state-run TV reported a huge explosion and a series of smaller blasts in the capital, followed by heavy gunfire.

State-run news agency SANA said there were multiple casualties from the explosion, which it said was a suicide car bombing. Britain-based activist group the Syrian Observatory for Human Rights said the explosions targeted a checkpoint, adding there were initial reports of at least five regime forces killed and several wounded.

The talks proposal marked the first time that a high-ranking regime official has stated publicly that Damascus would be willing to meet with the armed opposition. But al-Moallem did not spell out whether rebels would first have to lay down their weapons before negotiations could begin ? a crucial sticking point in the past.

The regime's proposal is unlikely to lead to talks. The rebels battling the Syrian military have vowed to stop at nothing less than Assad's downfall and are unlikely to agree to sit down with a leader they accuse of mass atrocities.

But the timing of the proposal suggests the regime is warming to the idea of a settlement as it struggles to hold territory and claw back ground it has lost to the rebels in the nearly 2-year-old conflict.

Opposition fighters have scored several tactical victories in recent weeks, capturing the nation's largest hydroelectric dam and overtaking air bases in the northeast. In Damascus, they have advanced from their strongholds in the suburbs into neighborhoods in the northeast and southern rim of the capital, while peppering the center of the city with mortar rounds for days.

Monday night's explosion struck about 800 yards (meters) from Abbasid Square, a landmark plaza in central Damascus. It was followed by several other smaller blasts thought to be mortar shells landing in various districts of the capital. The blasts and subsequent gunfire caused panic among residents who hid in their apartments.

On Thursday, a car bomb near the ruling Baath Party headquarters in Damascus killed at least 53 people, according to state media.

While the momentum appears to be shifting in the rebels' direction, the regime's grip on Damascus remains firm, and Assad's fall is far from imminent.

Still, Monday's offer to negotiate with the armed opposition ? those whom Assad referred to only in January as "murderous criminals" and refused to talk with ? reflects the regime's realization that in the long run, its chances of keeping its grip on power are slim.

Asked about al-Moallem's remarks, U.S. State Department spokesman Patrick Ventrell said the offer of talks was a positive step "in the context of them raining Scuds down on their own civilians." But he expressed caution about the seriousness of the offer.

"I don't know their motivations, other than to say they continue to rain down horrific attacks on their own people," Ventrell told reporters in Washington. "So that speaks pretty loudly and clearly."

If the Assad regime is serious, he said, it should inform the U.N. peace envoy, Lakhdar Brahimi of its readiness for talks. Ventrell said the regime hasn't done that yet.

Andrew Tabler, a fellow at the Washington Institute, called the offer "a sign of weakness."

"I think everybody knows, including Bashar Assad, that they (the regime) can't hang onto the whole country," Tabler said.

Mustafa Alani, an analyst with the Gulf Research Center in Geneva, said the regime has "reached the conclusion that they are heading toward a major defeat eventually, and this is the right time to negotiate."

"They are not losing miles every day, but they are losing substantial ground every day. So the regime is not genuine (in its offer) because it has changed, it's genuine because it is responding to a major shift in the balance of power on the ground," he added.

Alani cautioned, however, that the regime is also eager to keep the idea of talks alive in order to forestall any Western decision on arming the rebels. As long as the possibility of negotiations is still on the table, the U.S. and the European Union ? which have so far provided only non-lethal aid ? will be reluctant to open the flood gates on weapons for the opposition, he said.

"The whole regime tactic is to delay supplying arms, to buy time," Alani said. "The regime can show good will. Whether they're a viable partner or not is a different story."

It's also unclear who exactly the regime would sit across from at the negotiating table.

The dozens of armed groups across Syria fall under no unified command and do not answer to the Syrian National Council, which the West recognizes as the legitimate representative of the Syrian people.

At least one group offered a lukewarm response Monday to al-Moallem's proposal. Free Syrian Army chief Gen. Salim Idriss, said he is "ready to take part in dialogue within specific frameworks," but then rattled off conditions that the regime has rejected in the past.

"There needs to be a clear decision on the resignation of the head of the criminal gang, Bashar Assad, and for those who participated in the killing of the Syrian people to be put on trial," Idriss told Al-Arabiya TV.

He said the government must agree to stop all kinds of violence and to hand over power, stating that "as rebels, this is our bottom line."

Syria's 23-month-old conflict, which has killed more than 70,000 people and destroyed many of the country's cities, has repeatedly confounded international efforts to bring the parties together to end the bloodshed. Russia, a close ally of Assad and his regime's chief international advocate, offered Feb. 20, in concert with the Arab League, to broker talks between the rebels and the government.

With the proposal, which the Kremlin would be unlikely to float publicly without first securing Damascus' word that it would indeed take part, Moscow ratcheted up the pressure on Syria to talk to the opposition.

Russia has shielded Assad's government from U.N. action and kept shipping weapons to the military, but it is growing increasingly difficult to protect the regime as the violence grinds on.

Russian Foreign Minister Sergey Lavrov repeated his call Monday for Syria to negotiate with the opposition, saying before meeting al-Moallem that "the situation in Syria is at a crossroads now." He also warned that further fighting could lead to "the breakup of the Syrian state."

Past government offers for talks with the opposition have included a host of conditions, such as demanding that the rebels first lay down their arms. Those proposals have been swiftly rejected by both activists outside Syria and rebels on the ground.

Both sides in the conflict in recent weeks have floated offers and counteroffers to hold talks on the crisis.

In a speech in January, Assad offered to lead a national dialogue to end the bloodshed, but said he would not talk with the armed opposition and vowed to keep fighting. The opposition rejected the proposal.

This month, the SNC's al-Khatib said he would be open to discussions with the regime that could pave the way for Assad's departure, but that the government must first release tens of thousands of detainees. The government refused, and even members within the coalition balked at the idea of talks.

Speaking to reporters Monday in Cairo, al-Khatib accused the regime of procrastinating and said it had derailed his dialogue offer by not responding to the coalition's conditions.

"We are always open to initiatives that stop the killing and destruction, but the regime rejected the simplest of humanitarian conditions. We have asked that the regime start by releasing women prisoners and there was no response," he said. "This regime must understand that the Syrian people do not want it anymore."

The U.S.'s Kerry on Monday urged rebel leaders not to skip the Rome meeting and insisted that more help is on the way.

Kerry made a public plea at a joint news conference with British Foreign Secretary William Hague and also called al-Khatib "to encourage him to come to Rome," a senior U.S. official said. The official spoke on condition of anonymity because he wasn't authorized to speak publicly on the matter.

Meanwhile, the fighting inside Syria rages on.

The Observatory reported heavy clashes Monday near a police academy in Khan al-Asal just outside Aleppo.

Rebels backed by captured tanks launched an offensive on the facility Sunday. Observatory director Rami Abdul-Rahman said at least 13 rebels and five regime troops were killed.

In another part of Aleppo, rebels downed a military helicopter near the Mennegh airport, where there have been fierce clashes for months.

A video posted online by activists showed a missile being fired, a trail of white smoke and the aircraft going up in flames. Voices in the background shouted, "God is great!" as a man raised both hands in celebration.

The video appeared to be authentic and corresponded to other AP reporting.
